Social license to operate (SLO), a concept that describes community acceptance and approval of incoming industry, offers a lens for better understanding these barriers and an opportunity to identify strategies for successful development. Efforts to measure and predict social license have begun, but these efforts primarily focus on company actions and impacts. This study seeks to expand the utility of social license within the aquaculture sector by developing a preliminary quantitative framework that can predict a community’s willingness to issue SLO prior to siting.

The Aquaculture License is now required in order to harvest and sell cultured organisms removed from an aquaculture lease or LPA license site. This report is based on the research priorities survey conducted in June 2019 of Maine’s aquaculture community and is compared with surveys from 2012 and 2016 to look at trends. There have been some changes in the prioritization of needs since 2016, but many of the same research, development, and education (R&D&E) needs persist and remain unaddressed. As expected, there are different R&D&E priorities for different aquaculture sectors.
